A positive achievement was announced by Chinese Deputy Foreign Minister Wu Dawei, as the six parties agreed to implement the second phase action of their joint declaration. Wu Dawei said, "The DPRK submitted the list of its nuclear program to the chair country of the Six-Party Talks on Thursday. At the same time, the United States will act to remove DPRK from its list of state sponsors of terrorism, and lift sanctions on DPRK under the "Trading with the Enemy Act." China's Foreign Ministry confirmed that the DPRK ambassador to China has submitted the declaration to China's top negotiator Wu Dawei. The six parties agreed that the declaration will be subject to verification, and there is agreement within the parties on a set of principles to guide the establishment of a verification regime. Wu Dawei said an inspection system will be established by the six parties to inspect all the implementation of the agreement. Wu Dawei said, "We believe that these developments will be conducive to implementing the second-phase actions in a comprehensive and balanced manner, and the final realization of all the goals in the September 19, 2005 Joint Statement," Under an agreement reached at the six-party talks in Beijing in February last year, the DPRK agreed to abandon all nuclear programs, and submit a declaration of its nuclear program by the end of last year, in exchange for diplomatic and economic incentives. But it missed the deadline despite reported progress in its nuclear disablement. An agreement was finally reached after several rounds of dialogue. The DPRK says it may destroy the cooling tower at its Yongbyon nuclear center on Friday afternoon. An official said correspondents from other five countries in the nuclear talks are invited to cover the event.
