The NCAA's unsportsmanlike conduct rules say that throwing the ball up in the air after a play has ended counts as an excessive celebration that can be whistled for a 15 yard penalty. From this angle you see that it's debatable whether Washington QB Jake Locker threw the ball in the air or behind him after running a TD.
